a plan to drive our energy prices down. >> i'm steve kornacki. are we in for a flew winning streak on main street? >> i'm krystal ball. we say lean forward. cheryl sandberg says lean in. another powerful woman is telling women to lean back. >> i'm se cupp. i am in d.c. for meetings. mysterious, i know. >>> right now the president is wrapping up a big announce many at one of the energy department's largest national laboratories for scientific research. at a time of austerity, he wants to dedicate $2 billion to research for developing advance technology cars. it would come from energies paid by offshore oil and gas drilling. he is calling at this time energy security trust. he first mentioned it in his state of the union address. without this infusion of cash, research labs like the national lab four where the president is today stand to lose federal grants under the sequester. lab directors warn it will devastate u.s. scientific research for decades. the president says, it is these cutting edge breakthrough technology that's will make america a competitive jobs magnet for decades to
this new energy that rand paul is tapping into. taking hold and we'll see how it plays out. >> kerry, what do you think that signals, as far as comprehensive immigration reform? there's been a lot of discussion about i mean there's a sense that this is the moment it could happen. but then you look at, nate silver had a breakdown of how many house republicans have 10%, 20% of latinos in their district. these are guys that have proven time and time again that they will vote for self versus party or national agenda and the fact that rubio backs down in that crowd, is that a bellweather for what's to come? >> i think it's a warning, it's a caution sign for democrats and republicans such as john mccain who are really hoping that this signals something. marco rubio that signals this is a break through for the fact that he didn't mention it. shows a certain level of discomfort or hesitation of bringing it up in a crowd where he knows there are people there who do not agree with the idea of comprehensive immigration reform. this is a marco rubio is a guy who within the white house, they are obsess

on immigration and energy, deals with gun control however it gets dealt with and thin waits to do a grand bargain deal after the mid terms on the hope that his party has success in the mid terms and he can strike a deal on better economy and more favorable terms in congress. >>ose: i thought that's exactly wh i sa. will not make a decision now and will have a hard bargain. the only thing we seem to differ is whether the republicans will be blamed. >> i didn't mean to say i disagree with you except to say it's not giving up on the next year and-a-half because you do, immigration and energy. the president's got his eye on his big promises and immigration and energy are two of the big promises. if he can move along on fiscal stuff, get a sense of where the bargain lies on tax reform, corporate and iividual, gets a sensof h omacare is working and what an overhaul of obamacare would mean. he can move those things along. get immigration and energy out of the way. there's only so much bandwidth at any given time. get those out of the way so they are not dealt with and get the fiscal stuff after. >> ros

congress to pay for research and clean energy and a new effort to wean cars off of oil, and this news comes as the president prepares to speak at argan laboratory outside of chicago, and one of the energy research leaders. kristen welker is with us live at the white house, a nd we understand that the president has a plan to pay for the research? >> he does, richard. good morning to you. and the plan is to take revenue from oil and gas leases from offshore drilling saying that it will not add to deficit and it won't require drilling on new lands, but of course, the challenge here is to get this through both chambers of congress, and some law mamakers expressing concern that it will add to the deficit, but we should say that there are some who are saying that they are willing to learn more about the are president's proposal and among those republican senator lisa murkowski, and it is to increase research on biofuels and batteries for electric cars and things that will ultimately make the united states energy independent. we will say that the president will be greeted by protesters and those w
is the energy transformation. the other is after the first term where the president never did anything serious about trade, right now, we are on the verge of starting -- well, one started the other. we're going to start two major trade negotiations. one the transpacific negotiation. and the others we're going to start a u.s./european negotiation. this involves something like 60%, 70% of the world's economies. this is potentially a major engine if we can actually get serious about trade. that would help a lot and help compensate for some of the drag that's been introduced by the sequester in some of the other budget cuts. >> the paradigm around this conversation has been so narrow. it's either been tax increases, spending cuts, to haas' point, might not immediately approve it. it might be more environmentally dangerous transporting it by freight and by ship to approve that natural gas exports. the energy department has said we'll not have negative impact on u.s. manufacturing growth, particularly in the middle of the country. do it now. and finally, stop talking only about it in these terms. th
obama goes to argon national laboratory to speak about energy. he's spent the past week wining and dining congressional republicans and democrats, he answered all of their questions all in an effort to try to create a new environment to strike a budget deal. but can republicans reciprocate, yesterday the president was noncommittal. >> i think we've had good conversations. but ultimately, it's a matter of the house and the senate, both caucuses, getting together and everybody being willing to compromise, we'll see if we can do it. >> joining me is david gregory, moderate are of nbc's "meet the press." the week that was. the question now is, now what? >> well, i think it's a clarifying week and the big points the president saying we don't have a debt crisis. the president saying he's really not concerned about our fiscal situation over the next ten years. it's the farther-out years he's worried about. and republicans getting a lot of flak about even discussing taxes. if there's know ratio of spending cuts to tax increases they'll accept, democrats are not going to just reform ent
change, and speed the transition to more sustainable sources of energy. >>> it provoked both bouts of hope and angst disappointment among those fighting to save the planet from burning to a crisp. there are two very important things a president can do alone without having to go through congress. without having to overcome a certain republican filibuster in the senate or go through the house. one has gotten a lot of attention. chances are you have already heard about it. it is the pro afterle of the key stone xl pipeline designed to bring the tar sands of canada down to the gulf of mexico. tar sands are dirtier more carbon intense form of oil. and creating in pipeline would be in the words of nasa climate scientist james hansen, would be like creating the fuse to the biggest carbon bomb on the planet. people in the know had supposed all along that keystone was a done deal, but a remarkable group of activist delaying it at every turn and continuing to mobilize to delay it which in turn has made it into a top tier issue for republicans who simply cannot understand why we are still not

it comes to national defense and international relations. but that is clearly where the energy is in the republican party right now. the tea party republicans, the libertarian republican, and that is why there was so much energy and excitement around individuals like marco rubio and rand paul and it would be interesting to see how much the republican party, the establishment republican party that is very wary of the libertarian philosophy, especially when it comes to same-sex marriage, especially when it comes to international policy, and the establishment party that is wary of the tea party in many ways because of the difficulty they've had controlling their unruly tea party republican base in the house of representatives. how much they embrace these groups, that is where we'll really see how much the republican party is willing to change. >> in just about 20 minutes, they will be at the press club in washington, d.c. announcing the results of this study, so i'm sure it will be on your show, the lead with jake tapper 4:00 this afternoon. thank, jake, appreciate it. >>> lots of
